Stage 1 Drought Mandatory Watering Restrictions
STAGE 1 DROUGHT/MANDATORY WATERING RESTRICTIONS
Willowbrook Water & Sanitation District (“WWSD”) obtains its water from Denver Water. On March 25, 2026, Denver Water declared the existence of a “Stage 1 drought” and imposed mandatory watering restrictions upon its customers. As a Denver Water connector district, WWSD has adopted the same restrictions imposed by Denver Water. Those restrictions—which are effective beginning April 16, 2026 and will remain in effect until further notice—are as follows:
1. Customers in single-family residential properties may water no more than two days per week and must follow a set schedule:
- Addresses ending in even numbers: Sunday and Thursday;
- Addresses ending in odd numbers: Wednesday and Saturday.
2. All other customers, including multifamily properties, commercial properties, homeowners associations and government properties, may water only on Tuesdays and Fridays.
3. Customers must follow Denver Water’s annual summer watering rules:
- Water only during cooler times of the day, between 6 p.m. and 10 a.m.
- Do not allow water to pool in gutters, streets and alleys.
- Do not waste water by letting it spray on concrete and asphalt.
- Repair leaking sprinkler systems within 10 days.
- Do not irrigate while it is raining or during high winds.
- Use a hose nozzle with a shut-off valve when washing your car.
In addition to the mandatory restrictions above, WWSD asks its customers to be cognizant of the fact that the State is experiencing a record drought and to make water use decisions accordingly. For example, there is no need to water your grass two days per week in April and the beginning of May. Simply delaying the activation of your irrigation system until mid-May can save a significant amount of water.
Drought Rate Adjustments.
Denver Water has also authorized a drought surcharge. WWSD will consider a rate adjustment to account for Denver Water’s drought surcharges at WWSD’s May 26, 2026, Board Meeting. If a rate adjustment is approved, it is anticipated that it will be reflected in WWSD’s month-end billing cycle for the month of May.
Enforcement/Penalties.
Customers are reminded that violation of the mandatory watering restrictions set forth above will result in a warning for the first offense and a fine of $50 for a second offense. Any successive offenses may result in the imposition of a fine that is double the fine previously imposed (i.e., $100 for a third offense, $200 for a fourth offense, $400 for a fifth offense, and so on).
Customers wishing to report a violation of the mandatory watering restrictions set forth above must submit their report in writing to wwsddroughtReporting@gmail.com. In order to be actionable, violation reports need to include date and time stamped photographs or video which clearly show both the address of the residence in question, the violation in question, and the date and time the picture or video was taken. Violation reports will not be taken over the phone.
